NOTICE OF AIR QUALITY PERMIT APPLICATION

Albuquerque Asphalt, Inc. announces its application submittal to the New Mexico Environment Department for a technical revision of Air Quality Permit #4308 for the modification of its sand/gravel /rock/crushing recycle facility. The expected date of application submittal to the Air Quality Bureau is November 30, 2022.
The exact location for the proposed facility, known as Terex Recycle Plant, is 1309 38th Street NE in Rio Rancho, New Mexico. It is part of the Rio Rancho Estates Block 80, Lots 20 through 25 (north of Palm Rd NE and west of Loma Colorado Blvd NE), in Section 7, Range 3E, Township 12N, of Sandoval County. The UTM Coordinates for the Terex Recycle Plant are
UTM 348,890 meters East and UTM 3,905,440 meters North, Zone 13 with NAD83 datum.
The proposed technical revision consists of replacement of the plant generator/engine per 20.2.72.219.B.1.d NMAC. The existing permitted engine (Unit 10) is a CAT C-9 engine (manufacture date 12/2/2004) will be replaced with a new more efficient CAT C-13 (manufacture date 2014) Tier 4 final engine. Emission rate from the new CAT C-13 engine will be less than the allowable permit emission rates for the CAT C-9 engine.

The estimated maximum quantities of any regulated air contaminant will be as follows in pound per hour (pph) and tons per year (tpy) and may change slightly during the course of the
Department’s review:

The standard operating schedule of the facility will be from 8:00 a.m. to 5:00 p.m. 6 days a week
and a maximum of 52 weeks per year. The maximum operating schedule of the plant is 12 hours
per day, 7 days a week, 3,836 hours per year. The maximum production rates are limited to 200
tons per hour and 767,200 tons per year.
