The PLANNING and ZONING BOARD of the CITY of RIO RANCHO, NM will consider the following matters at its regularly scheduled meeting at 6:00 pm on Tuesday, July 26, 2022:

Conditional Use Permit
(Renewal)
Case #22-120-00006

The applicant, Lamar Outdoor Advertising, through their agent, Matt Yoder, is requesting approval of a Conditional Use Permit Renewal for an off premises digital sign at the subject property legally described as Unit 16, Lot F, Tract F; located at 1465 NM Highway 528. The property is currently zoned SU: Special Use.

Preliminary/Final Plat
Case #22-210-00009

The applicant, Andrew DeTommaso, through his agent, Community Sciences Corporation, requests approval of a Preliminary/Final Plat to subdivide the lot legally described as Unit 17, Block 70, Lot 9 into two lots.

Master Plan Amendment
Case #22-410-00006

The applicant, LD Development, LLC., through their agent, Consensus Planning, Inc., requests approval of a Master Plan Amendment to the Los Diamantes Master Plan, adopted on August 12, 2015 and most-recently amended on August 13, 2020. The proposed changes include revising the signage requirements, adding language on right-of-way vacations, and expanding the plan area to include 18 additional lots. The Master Plan consists of approximately 32 acres of land located near the northwest corner of Westside Blvd and Los Diamantes Dr SE.

Zone Map Amendment
Case #22-100-00015

The applicant, LD Development, LLC., through their agent, Consensus Planning, Inc., requests approval of a Zone Map Amendment from R-1: Single-Family Residential (Unit 10, Block 62, Lots 16-33) and R-2: Single-Family Residential (Los Diamantes, Tract 3 & Unit 10, Block 64, Lot 15) to SU: Special Use for Planned Residential Development in order to facilitate a “Build-to-Rent” community. These properties consist of approximately 22.7 acres. Additionally, the applicant requests a Zone Map Amendment for the 10 remaining acres of Los Diamantes, Tract 3 from R-2: Single-Family Residential to R-6: Multi-Family District. The total acreage of all properties is approximately 32.7 acres.

Preliminary Plat
Case #22-210-00010

The applicant, Lomas Encantadas Development Co., through their agent, Huitt-Zollars, Inc., requests approval of a preliminary plat for Lomas Encantadas 1E, Phases 1 & 2. This preliminary plat proposal will create 123 single-family residential lots, currently zoned as R-1: Single Family Residential. The property is legally described as LE, Tract 13 and the two phases comprise approximately 25.5 acres.

Specific Area Plan
Amendment

The applicant, LD Development, LLC., through their agent, Consensus Planning, Inc., requests approval of an amendment to the Unit 10 Specific Area Plan, originally adopted August 24, 2016 and amended July 25, 2018.

The meeting is scheduled in the Council Chambers at City Hall, 3200 Civic Center Cir. NE, Rio Rancho, NM. The public is invited to attend in person or virtually at www.rrnm.gov. Materials related to these items are available for viewing in the Development Services Department at City Hall.
